A Port City Colombo Investee Account (CPCIA-Investee) can be opened by an Authorised Person (AP), which is any person or business entity (local or foreign) licensed by the Colombo Port City Economic Commission to conduct business within the special economic zone.

Credits to the account
- Transfers from the Colombo Port City Investment Account - Investor.
- Income earned or other receivable, in foreign currency of the accountholder.
- Interest earned on the funds held in the account.
Debits to the account
- Local payments in Sri Lanka Rupees.
- Transfers to the Colombo Port City Investment Account - Investor, being any income or capital proceeds payable to the non-resident investor on the investment made.
- Any transfer/payment on transaction as permitted by the Colombo Port City Economic Commission.
